Actually the WoO format is always one of the most difficult to explain:
40 cars into a heat, invert 4, take 4, fast time draws a pill for dash inversion, 8 dash cars fill the first four rows, everyone else behind them by time.
When WoO ran two dashes it was much more convoluted than this.
USAC: Top 32 to heats; everyone else to Non-Qualifiers, 4 cars from non-qualifiers. Top 8 inverted in heats, take 4; top 6 inverted in main.
Maybe having fastest sector time in the results will help you figure out the format....

If time trails are what your looking for to set the field, then incorperate TT's in to the Hot Laps. Most of the sancintiong bodies are looking or have transponders for the race cars. Then set your field with the fastest 32 to 40 and either have 1 or 2 "C Mains" or "Last Chance races" (what ever you want to call them) to tag the tail of the "B Main".
I stopped reading after you suggested Non-qualifier cars get a free pass to the Semi.
