It's not "in" Indy, but Williams Precision Engines in St. Paul is near Indy and keeps drums of Methanol in stock.

As a driver who has been in this situation as a lapped car I like this rule, it allows me more freedom to race for position with the other lappers and not be a factor for the lead lap cars.

The sun was brutal from mid backstretch into 3 and it was the reason for the Giddens/Able accident.
