Help with HARF patch

My brother found this HARF patch at a local antique store, back in the summer. I had it with me on a trip to Putnamville, where I had hope to find out how old it was, 80's I'm guessing. No one seemed to know. Maybe some one here, will. Thanks in advance.

:22:The harf decal from driver of the year 1976 had a blue car , think it was late 70's
when we had those patches made
