That's not how it works. If you're lapped by the 1st place car, you'd have to pass him/her twice to get the lead but you are not a lap down to positions 2-14 unless they pass you as well. You are...

They run a very good FM transmitter at the track so if you have trouble hearing, bring a small FM receiver and earbuds/hearing protection, or just go for the hearing protection with an FM receiver...
