Can you identify these cars?

Just before my father-in-law passed away, we learned he had painted these cars, as well as a couple Indianapolis roadsters years ago. Can anyone give me any information regarding these cars? The first name on the side of the 21 is Wayne, but I cannot read the second name. Obviously, because of the age of the cars in the picture, this must be around 1959 or 60. Thanks!

These are what became the HOW team that Elmer George drove. Owned by Tony Hulman and Mari. This is a good Pat Sullivan answer photo.

Wayne Weiler drove the 21 HOW Spl. at the start of 1960. Roger McCluskey started the season in the 12 Tony's Spl. Roger and Elmer George did most of the driving that year, alternating between the two cars.
