Looks like Circus City might be the first Indiana speedway to open on May 9th for racing action. I would say they probably have the benefit of not drawing huge crowds to pay a purse like sprint car tracks.
Kokomo's FB page had said they were planning on running Sunday May 3rd, It will be interesting to see if it happens and how they plan to do it if they do run

Kokomo's King of Kokomo race on Sunday, May 3rd has canceled next to it on their website schedule. Their next race is scheduled for May 17th with the All Stars.
