Question about magazine photo

In the most recent issue of "Sprint Car & Midget" magazine (with Kraig Kinser on the cover), there's a photo of Bob Kinser seated in a sprint car in the Glory Days section. Does anyone know why there's a telephone cord tie strapped to the roll cage of the car??

Clear Rhea push the button and the tear offs roll onto a film like canister giving a new tear off.

Yeah but they didn't work very well, they would ten to get cloged up and stop working.....
