Shepps speedway topic on 4m

Was cruisin some other boards and saw on 4m a post about a wing race at the new Shepps Speedwayin IL. The track is claiming Guy Webb called racers warning them to stay away from this race or he would cut their purses as well and have them running for 1200 to win at his races also. Does anyone belive Mr. Webb would do this and if he did was it within his rights to do so?

Also saw a video clip of a late model race there earlier this year and man does that joint look racey. MSCS or USAC should be calling that track to try to schedule a show...
