Hey guys,

To be fair, I was the UMRA Chief Steward in 1994 when this happened. What I was told, was that Billy was not 16 yet. A rule is a rule, and I told both Jr. and Sr. this. As you can understand, they were not happy.

However, what I was NOT told, was that Billy Jr. had raced the season before. To make matters worse, I believe this happened at an out-of-state race, meaning they hauled everything that far for nothing. This was a crappy thing to do to them.

This was behind the scene ******** that I had no knowledge of at that time.
Had I known this before hand, the best I could have done would have been to call them & tell them not to show.

Sorry, but the way the rule book read, that was the best I could have done. I did not know about the previous year.

I hope this public apology to the Puterbaugh family will help smooth things over for my part in this mess. I am only apologizing for myself, not the "powers that be" that omitted the other half of the equation from me.

For what it is worth, I am truly sorry.

I'd say let him race. I know if I would of had the chance to race at that age, I would have lied too.

Mr. Dwenger you have no need to apologize or even say you are sorry. What happened, happened and i think that everyone has or will sooner or later move on. I know that i have. I have even came back and ran in some Tq races and finally won a race for that Goffs that put me in a car for so long. If you remember they put me in there car when i was 14 when Terry got kicked out so Johnny could still try and win the points. We had the right papers so i could race Tq if we wanted, but when everyone took a vote and didnt want me to race we decided to move on. They did let us run in Florda because of the court papers saying i was legally 18. The first night and second night was started in the back of the heats so there wouldnt be a problem. And to see if i could keep up. We did and made all three shows. The third night terry and oogie told dad that he was not helping me out by putting me in the back of the heats. So he took there advice i won my heat the third night. I was pretty happy about back then. Having alot of pressure not to make a mistake in front of everyone. I also think that running a tq for a year helped me and made me better in a sprint car driver. If people really need to know if umra helps just ask Travis Welpott, Jake Knoke, Tony Stewart ECT ECT... Like i said you have no need to apologize. No one does. During that time i made great friends and i made some enemies and you will get that no matter were you go.

Suspend the driver for the first 5 races of his first eligible season, then welcome him with open arms and leave it in the past.

Thanks for the stand-up deal Billy...time for everyone to move on.

The Puterbaugh's knowingly broke a club policy. Why on earth would you feel obligated to apologize to anyone for enforcing the rules???? I don't care if they flew their stuff to Hawaii to race. They knew they were breaking club rules when they loaded the stuff on the airplane! You're basically saying that if someone breaks the rules for one season w/o being caught that they should be exempt from the rules from that point forward since they weren't caught?????? What kind of official is that? Not one I'd want in my organization.

Dude who pissed in your Wheaties. I must of given you a bad slider at one point in time. If i would of really wanted to race tq's all i would of had to do was go down to the court house get an injuction and had the races stopped untill they let me run. But we didnt do that we left. And really is it that big of deal. There are kids running sprint cars now that are younger than i was when i tried to race tq's with half the experince. Would you as a sprint car owner rather have those kids that are 12 and 13 in a tq or a sprint car. You do the math. (note to self i am taking you off the chrismas list:rolling)

Maybe I don't quite understand what emancipation of a minor means. I thought in Indiana this is how they define it:
IC 34-28-3
Chapter 3. Partial Emancipation for Minors to Participate in
Automobile and Motorcycle Racing
...
(b) A circuit or superior court described in subsection (a) may
partially emancipate a minor under this chapter if the court finds all
of the following:

(1) The minor and the minor's parents, having petitioned the
court, appear before the court and agree that the minor should
be partially emancipated to be allowed to participate in
professional automobile or motorcycle racing events.

(2) The minor possesses the maturity to understand the hazards
and risks involved in participating in automotive or motorcycle
racing events.

(3) The minor and the minor's parents understand what it means
for the minor and the minor's parents to be bound by any
contracts, releases, or indemnity agreements the minor signs
once the minor is partially emancipated under this chapter.

(4) If the minor intends to drive in a professional automobile or
motorcycle racing event, that the minor has five (5) years
experience in go-kart, automobile, or motorcycle racing.
I read this as meaning that a judge has determined you are mature enough to sign the paperwork that is required to compete in automobile racing as a driver.

If a 14 year old becomes an emancipated minor can he/she go to the BMV and get a drivers license?

Can they go in a bar and order a beer?

Last year Cole Whitt turned 17 a few days before the Richmond sprint race. According to the USAC rule book all drivers must be 18 unless they are not less than 16 and are partially emancipated. So I would assume Whitt is partially emancipated. Whitt was not allowed to compete at Richmond (even though he is emancipated) because USAC has a rule that states you must be 18 or older to compete at selected paved tracks 7/10 of a mile or greater.

So, if Cole Whitt isn't allowed to compete at Richmond why do you think a 14 or 15 year old should be able to compete with an organization that has a rule that states all drivers must be at least 16 years of age?

Also, if you thought being emancipated allowed you to do everything an adult could do why did you put the wrong DOB on your membership application to show that you were 16?

What do you want me to say i did it. I DID IT. Do i care no. It was just a stepping stone and a place to get some laps before sprint cars. So what is the big deal. Are you tell me that Tony or Jeff or JJ have never done anything like that. Come on. So i will sit back and wait for you guys to start typing untill your fingers bleed. Hey dont hate the player hate the game. :cheers
