Back in the last century, the PA announcers could do a pretty good job of this (well in advance of the action) some still do but most do not or try to talk over the roar of the cars on the speaker systems, which (BTW) are also from the last century.
Pretty sure that kind of self promoting PR comes back to the house more than two fold. I bet a local business would even sponsor it, or you could run the copy on their stationary/letterhead.
I agree the price of ink and paper are a mere pittance compared to NOT having your paying customers informed.
That would be as silly as having a video board at a silver crown race just to run ads on!
