If there are enough cars, yes, they'll run multiple features. I believe they take this kind of approach because Paragon is pretty much open as far as sprints go, no rules as far as engines, tires, weight, etc.
If they have enough cars they run 2 features. I think the number is 28.
Draw for you heats. Heat 1 and 3 run first feature. Heats 2 and 4 run second feature.
