As per the 2009 USAC Rule Book posted on their website I don't believe they give any laps to complete repairs. You can find the current procedure on pages 95 & 96.

Would love to see video of the race. Who has it, at least the first lap. I wasn't there was racing with my son, but have heard a various versions of the start.
