I would think a driver using such a device for the first time would ask the proper method for utiliziing it. And, I would think that the seller would ask enough questions to determine if the purchaser had a clue on how to use it and provide instructions.
But, this type of interaction probably doesn't happen when it is being ordered online, over the telephone or from a catalog. And, there's probably no one at any race track or in any sanctioning body designated to make sure drivers know how to properly use their safety devices.
