So all the midgets with the halos above the drivers head are illegal?

"All cars must have a roll cage that is integral with the frame and does not encroach upon an imaginary cylinder, 20 inches in diameter, extending through the top cockpit opening directly above the seat."

No, a lot of this rule book is written to mirror the usac and powri rules that already exist to keep things easy for all competing teams. Halos will not be illegal.
