Dwight,

I think that's some kind of French-influenced Southeast Asian language. Like Indonesian, Thai, Cambodian or something. That's just a guess.

It is for layout purposes only. It doesn't really have any meaning, it slightly resembles Latin, but it is very typical for designers to use that "Lorem ipsum dolor sit amet..." text for placement only to show a client where text will go and how it will look in that location (font, size, color, etc.).

The only thing odd here is that it is usually for clients eyes only and not for public viewing. Suprised it is not in a test location until ready to be made live.
