Because when you hear the PA an Giants Stadium it is just going to the house - when you are doing an internet feed, as this announcer was he is advertising his race track as the people who pay his salary would expect him to do. If not, what benefit would it be to RIR to allow this to happen? The radio and TV feed of this race will mention RIR many times. While not the case at Richmond - when worked I Infineon last weekend the company paid for the naming rights and expects to hear the company name a lot. As a fellow PA announcer I can assure you are asked to do a lot of things you really don't want to do - at a major event like this one he (or she) not only has a list of reads that must be done - it is often specified how many times you do them and every so often, the time you did them. Furthermore, the tracks PR/Marketing Director and/or the sanctioning body will ask for that log book. I got called in my office in the dead of winter once from NASCAR inquiring about the ad book from a race at Gateway the previous July.
