According to "Dirt Road to a Silver Crown", the only Silver Crown race at Terre Haute from 1975 through 1985 was on November 2, 1980. The books shows results for 20 starters. Without going back to NSSN, I would guess that might be the total number there, because they list 19 & 22 for the two races in Tulsa, 22 for Williams Grove, 23 & 27 for DuQuoin, 28 for Springfield and 29 for the Indy mile. Given those different numbers, my guess would be that they let everyone run.
Everyone should go to the 500 Museum of Wheels that will be open from 9-12 on Saturday if you are coming in town for the race. A bunch of race cars and pace cars there.
