I worked a car show a couple years ago in Lucasville, Ohio, just a ways up the road from Portsmouth. Lots of necks various shades of crimson down that way, but after the sun went down the place made Mardi Gras look tame. Something I'll never forget, to be sure.

It is thought to be a paraphrase of "When fascism comes to America, it will be wrapped in the American flag," attributed to Huey Long, radical populist governor of Louisiana (1928-30) and bombastic U.S. Senator (1930-33), assassinated in office.
