Seems to me you should be asking Twin Cities this question. You can't use a USAC raincheck from Kokomo for a USAC race at Eldora or anyplace else. So why would you expect ASCT to let you do it?
Twin Cities kept all the gate money that night, so they are the ones holding the money from the arm bands. ASCT paid out $100 tow money to all 35 participating drivers in the midgets and sprints out of their own pocket.
