I don't live too far from I-64 but just have not been that way in a while but I am pretty sure there is still a bunch of construction going on. Illinois likes to get miles and miles of highway torn up and then take forever to finish a project. I would not think that traveling to Belleville on a Sunday the construction would delay you more than a half hour. But if there is an accident that can all change. You could always take Highway 15 from Mt. Vernon to Belleville. Highway 15 runs less than a 1/4 mile from the track. there is some construction at Mt. Vernon, il at the I64-I57 split. Also construction starting near the Okawville exit. If it looks like traffic is getting bogged down u can jump off and go south to Rt. 15. It's 2 lane until you get close to Belleville but will take you right behind the fairgrounds. Last time i was that way was a few weeks ago on a Sunday and traffic wasn't bad. The message boards seem to stay pretty current to the traffic conditions so if you see one that warns of stopped traffic you may want to consider jumping off.
