In word Larry "NO" it is not possible as the grade of material used is not suitable for welding.

I was thinking about what I was suggesting about the welding of an inner tube (?)...lol to the straightened outer tube axel when it becomes bent and you restraighten it.

2) How about just pinning the inner tube to the straightened outer tube?

a) drill a few holes equally space on the outer axel that penetrates the
supporting inner tube.

1) Press in a few, qty 6 tight tolerance pins into the qty 6 closely
match drilled holes and the outer straightened tube will hold
the inner tube in place and the inner tube is just like another axel
tube inside the straightened outer axel tube.
