It is supposed to be nose to tail at the cone as well. But there was a car at Perris that was consistantly out of line and nothing was ever done. After I thought about it, the rule is if you pass a car anywhere in the next lap. It happened during sprint week, where a car was not nose to tail, attempted a pass in turn 1. He did not complete the pass, but messed up the others guy line enough that the pass was completed in turn 3 and 4. So it is very possible to not make the pass in 1 and 2 but still have an advantage in 3 and 4. And if that is the rule, then an official that sees a jump, needs to follow that car the entire lap. Pretty simple to do that.
