Being from Southern California I know a little something about this. The Ventura County Fairgrounds is actually on private property. The family that owns the property made an agreement with Ventura County to build its fairgrounds there many years ago. The property is now in a trust and in the writing for the use of this property, the family stated that there must always be a racetrack there. If the racetrack gets closed, the property goes back to the trust. Ventura County will lose their fairgrounds and at the prices for acreage there they would not be able to buy county land for a new fairgrounds.
