He did not purchase a USAC license. All licensed drivers are included in the National point standings, non-licensed drivers are not. Always been that way.

For Indiana Midget Week or similar mini-series like that, Indiana Sprint Week, Eastern Storm, etc., etc., a license is not required to be included in the points.
