No because that is still 2x, if not more than any local track pays to start. I'd imagine a lot has to do with the competition level. It's hard for a local team to show up to a national race and expect to compete. You do have your oddities every now and then but mostly looking through the top finishers at a USAC race it is the same guys night in and night out. It's hard to compete with the teams who do it for a living and come with their a game every night and I think that drives the local teams away.
