I'll always advocate for drivers using all the safety equiptment available to them. However I feel it's their responsibility for themselves.
Your statement above isn't exactly true, Padding adds slack area to the belts when bouncing around. Even todays seats aren't really a cushion padding. It is form fitted hard foam. It's also a reason not to have the cheap aluminum seat. You start bouncing around in a flip and they bend. if your body moves, your shoulders slide out from under the belts. Seen it many times in the 70s-80s.-90's before containment seats came around, The car would come to rest and the driver would have at least one shoulder belt off of him.
