USAC and PowrI both have the point system on their respective websites USAC under entrant and PowrI under downloads. After a heat is posted one's starting position is obtained with the one to go signal. If you move up before the one to go you lose a chance to gain more points. If you move up for any reason after the one to go you get the points for the position you started, you catch a break! Once you obtain points in a heat your position is set for your qualifier. If you move up before the one to go you still get points for your original starting spot because you earned that spot in your heat. A combination of heat and qualifier points determine your feature starting spot. Complicated? Not really. Hope this helps.
