Montpelier got lucky, I have no idea what it cost them, but they bought used ones from somewhere, and were able to adapt them for their use, it would take a turd boat full of money to put up something like that at TCRP, yes, it would be worth it, over the long haul, but in today's market, who knows how long we'll be able to watch dirt racing anywhere, and, TCRP isn't privy to gambling money to make improvements, that I know of!
