I wouldn't be too quick to judge or blame anyone for a delay except the weather. One day of heavy rain (and you have had more than your share this year) can set a project back for weeks. Just because it is nice weather today doesn't mean any work can be done. I would guess that their source for the clay is probably still MUD and they can't work with mud.
