I believe what tracks need to do is post their rainout policy clearly everywhere they can at the track or their website or their preferred social media site. It does not mean people won't complain because they will but, sometimes they have a legitimate complaints so, many times the track really doesn't have a policy they just go on a whim when it happens and don't really have a plan and that confuses people and then the next step they blow up. At least if people know what your policy is they can still blow up but, they will look stupid doing it.
