Drawing for starting position eliminates the opportunity for a team to use their own skills to enhance their position. Not much skill involved in drawing for a position and even if one gets a bad draw for qualifying you still are afforded a chance to use skill as opposed to pure chance. Qualifying also allows that occasional fan to match driver name with cars before the actual racing begins.
