I have to 100% disagree with you on this one Dad.....It is "NOT" to appeal to anyone pearson or group...they are written to accomplish closer competion along with trying to keep the cost down along with be fair to EVERYBODY.....but the biggest job of rules makers..........
ENFORCE WHAT RULES THAT ARE WRITTEN NO MATTER WHO OR HOW LITTLE OF AN INFRACTION IT MAY BE.....A RULE IS A RULE...SO IT BE WRITTEN SO IT BE ENFORCED
