How does this sound to you?
Do not allow the use of the race scales before the race event. Weight would only be taken after the main event. The race scales would be the only device allowed to weigh cars.. Zero tolerance for deviation.
That would up the weight of many racers by several pounds and throw a new calculus to their pre race set-up.
