The real question is how well stocked is the ambulance. If it is not a liscened vehicle, it would be very hard to stay current on medical supplies.
I have been to many tracks where the ambulance on site can not leave the premises. It is not uncommon to have one ambulance meet another one. However in every case that I have seen it was a fully staffed ambulance, and it was a case of the track only paying fot it to be on site. I have never heard of a track ambulance.
