From what I understand, that 40% doesn't mean a 40% chance that the whole are will get rain. It means that it could rain up north of the viewing area but not south. Yesterday's forecast on wthi said a 50% chance of rain. It never rained a drop here in Terre Haute, but in Vincennes, it rained (and in Washington, etc.) pretty hard. Weather people will never be right all the time for everyone.
