I find it hard to comprehend that our legal system can't force people like this to pay. What would be wrong with giving a suspended sentence, putting them on probation, and making restitution a requirement of probation? If they don't make payments in the slammer they go. And probation doesn't end until full restitution is made. The real threat of jail time might persuade some to conduct their business differently.
