Keep the top with enough banking that the it is competitive with a slightly banked bottom.
For example: Bloomington is banked too much on the bottom and when the track goes slick it gets one lane on bottom. Progressive banking will help that. But ya need more progressive banking than Brownstown. Make it the width of Brownstown though. Cars can easily race 4 wide there when the track is right.
