The short version of the story is - Perris does not have a good cell signal for some reason. The signal goes up and down during the course of an evening.
Most all of the videos you see from the track are over a cell connection and that as you know, from having your calls drop, is a pain. Until an investment is made to bring high speed connections to some of the tracks with poor cell signals the dropped feeds will continue. I'm not 100% sure on the type of connection at Ventura but I know they have a solid cell signal and that would give them a better quality stream.
Perris and other tracks with poor signals either a) petition the local cell carrier to step up, b) use some fairly expensive cell bonding technology or c) hammer out a deal with a DSL or T1 provider. In most folks minds the high speed connection and the higher quality stream = pay per view. If the broadcast were of sufficient quality I think folks would pay a modest amount to see a show. Who sets up and pays for the high speed connection? The track? USAC? Hmmm...
With pay per view the show quality needs to come up - multiple cameras which then adds sound and video mixing equipment (USAC purchased that stuff earlier this season). You then have to have folks to show up early - setup - run the show and tear down. Now you are adding all kinds of costs. Again - pay per view is the only way to offset the costs.
OR - you stay on the cell connections - do the best you can - serve up the stream for free and roll the dice that your connection is good all night.
