As crazy as it sounds, where the guy waving the flag is located at most short tracks has nothing to do with figuring the finishing order. The scoring line dictates where the race ends and may be located away from the flag stand because of blocked sightlines from the scorer's stand or physical limitations of locating the transponder receiver. The scoring line/transponder pickup at Perris is located past the flag stand. Kruseman was ahead by .005 seconds at the scorer's line. Putnamville has (or used to anyway) a huge distance between the flag stand and the scorer's line. The scorer's line there is halfway back to turn 4. There's just enough space that the guy leading could cross the scorer's line and spin to a stop before the flag stand but would be scored the winner.
