What are the heats for if you are going to do this? Only 22 of the 25 cars took time. only 21 of the 22 could run on all 8 cylenders. Some of your fast guys worked hard in the heats to make passes and put on a show. They should not have to start behind someone that did not do anything. You have a great group of drivers that are willing to race. Reward them for it.
