Growing up watching sprints in California, the deal was you don't wheel pack, you don't race. It was the norm for every car capable of firing to be out there running in the track. Obviously if a car was having problems they were cut some slack. I remember pit officials going through letting teams know that if they expected to race, then they better be out there.
