I followed the advice given in the post. The tail tank had all the damage you described. You can see it in my 2009 photo album.
https://www.indianaopenwheel.com/album.php?albumid=154 It turned out great and needs no additional repairs for this season. The 2k urethane primer / surfacer swallowed up the "fuzzies". Do not neglect to start with the Bulldog adhesion promoter.
