To draw in the mini for car count I think if you keep it open tires and weight you will get a fair amount of us. If you expect us to go head to head with a midget you will lose a fair many of us. If it does not look like it is working out down the road you can always change the rule but give it a chance. If it was my series I would try to get as many cars as I can to race to show the tracks this is a series you want to stop by to sell seats.

I think on the smaller tracks like Montpelier mini sprints will be pretty equal with the midgets and you won't really be able to tell the difference in the top cars.
