In my opinion Winchester has higher top speeds, but because of the shape it is harder to sustain those speeds in the corner, even if your nearly wide open you still scrub a lot off. Toledo has a perfect layout and pretty fresh pavement making the speed really sustainable. Short straightaways but long sweeping corners, and decent banking. I don't think the top speed is what it is at Winchester or Salem even, but you really hold onto the speed all the way around the track.
