Probably the biggest difference in those times is that I believe Winchester was during the day and Toledo was at night. A cooler track is going to have more grip. Even if its just a 75 degree day the asphalt itself is going to hold more heat than the ambient temperatures. I'm assuming that you're talking about the AVSS shows at both tracks.
