USAC tried this years ago with the Midgets.
It worked real well on short tracks, but did not work on the larger tracks of 1/2 mile or larger. The problem was that on the bigger tracks they ran such a tall gear they could not pull their self out of the pits. They would have to be pushed off to get up to speed to where they could pull their self.
So I guessed they figured that if you are going to need a push truck anyway, why mess with starters?
