birdcage timing question
 

I'm a newcomer to setting up these cars. Do i set the birdcage timing on the stands level or on the ground with driver weight in car etc. Also what is the best way to determine that the birdcage is level? In Steve Smith's DVD he had a special tool for the purpose. Thanks for the help.
