USAC feature lineups

I can’t find my answer in the rules so I’ll ask the experts on IOW. How is it that a driver can qualify number 1, fail to transfer out of the heat race, win the LCS and start way back in 11th in the feature? I’m sure I’ve seen the procedures spelled out somewhere, but can’t find it. Thanks in advance for the clarification.

1-6 Top 6 qualifying transfers
7-10 Heat Race winners
11 on back qualifying time
