New gaskets on fuel safe bladd

Is it a dry fit? Do I put one on the inside and one on the out side. Any info would be a help please and thank you.

If it is a bladder tank you only need one on the outside between the tank shell and the top plate. The bladder itself becomes the seal to the inside of the shell.
