44 is Phil Howe from Jacksonville IL. He was a front runner in the late 70's at Springfield Speedway and the old Champaign Motor Speedway. Phill ran some usac dirt races in 78-81. He now helps his son Jason with his racing career, last I knew they ran a midget, sometimes with PowrI.
